On June 27, 2016 Ward 5 Councillor Joe Sponga publicly resigned his seat on Council. Section 263 (1) of the Municipal Act requires that a vacancy on Council be filled either by appointment or by by-election. On July 25, 2016 Council adopted a By-law to require a By-Election in Ward 5.
On October 17, 2016 Bob Kwapis was elected as the Councillor for Ward 5.
